German officials were tested after the war by the Allies. Averaging about 130 (and obviously without the cream of the crop in Hitler and Goebbels). Hitler, given that he was the creator of National Socialism, the leader, spokesperson, and face of the party, on top of everything else, was undoubtedly at or near the top. iirc Goering in pic rel said Hitler outclassed him. I think it is safe to say Hitler was at least in the 140s, probably in the 150s, possibly higher.
Planck, being a world renowned physicist, was likely in a similar or higher tier.
