Pushing the injections on adults was pretty successful but pushing them on children has been less so, especially for those under five, which is why their much lower numbers pull the overall average down. The boosters indeed have mostly failed to gain users. About 19% of adults have an up to date course of booster shots. Even in the 65+ category, it's only 40%.
Still, with only 8% of adults able to say they completely dodged the jabs, despite the visible anger of the authoritarians at that 8%, the jabinista were quite successful in their quest.
