It's a simple statistical game. Tenured scientists alone, not even considering Nobel Prize material, are bound to be at least three or four standard deviations above the average in intelligence. Look at the IQ distirbutions for population X and Y; if population Y has a lower average, then, even though a significant portion of population Y can still achieve mediocrity (engineering, CS, law, etc.), by the time you get to four standard deviations there's only a handful of candidates left.

The same thing happens if population Y has a higher standard deviation in intelligence than population X; by the time you start counting the revolutionary borderline superhumans in the population, these small differences in the distribution, which are negligible near the average, become very pronounced.
