Fuel is free for rocket launches, though. Like, neither of them spend even a million in fuel (starship currently might, because they have to truck it. In KSC it's going to cost commercial rates.)

This is entirely a matter of number of launches. Not to mention that that if there's less movement of the rocket there's less cost. Starship is made onsite, while F9 needs to be trucked as an oversized load across the country, for example.

Same as before. Being larger doesn't mean it needs more man-hours put into it.
