Actually 3 cent per kilowatt hour is the average long term value for utility scale photovoltaic power in the US. Only wind and existing hydro-power can compete.

Improving energy grids is never wrong. But I think your problem is you keep you dirty coal plants running. So you have to export massive amounts of excess energy. This is putting stress on your grind and nothing else. Just add some storage, shut down more coal plants and you are fine.
