There it is explained quite well, with series' internal logic, why the old Cybermen looked so ridiculous (white socks drawn over the faces of the "men in rubber suits", silver painted plastic pants) and the new ones (from 2005 on) so futuristic cool.

It's similar to Battlestar Galyctica. The old Cylons from the 1970s vs the new cool Cylons from 2004.
