Found a study from 1969 from Von Braun’s team about a manned mission to Mars in 1981, alongside a huge space station in LEO, and a 100 man moon base by 1990.

It is HORRIBLY optimistic. Funding peaks at $56 billion A YEAR! in today’s dollars.

The only way I could see a 1981 mars mission happening is if NASA scraps their huge LEO station, scraps the shuttle, and downsizes their moon base to maybe 6 or so people like the ISS is today. Check it out.
