Why not? When you're not staring at my eyes you have no way of knowing whether or not I'm staring at your eyes. Thus if I stare at your eyes all the time the most you can know is that my time of eye contact is at least as long as yours, but not much more.
Since it's not likely that you will complain about me staring at your eyes too much when I stare at your eyes less than you do yourself, it follows that the optimal strategy is for me to stare at your eyes all the time.
