Arxiv is free, but you usually have to have some sort of endorsement (a screening process to make sure it isn't just little kids posting nonsense). I doubt you will be able to publish to arxiv.

However, vixra doesn't have a screening process. It isn't nearly as reputable as arxiv, but it will still get your shit out there. Publication is free, no huge screening process. If your papaer is complete bullshit though, it will be rejected non-the-less. Good Luck.

To answer your question OP.

The concept of energy is more complicated then you realize. Energy isn't always conserved. Energy conservation is not some "universal principle". Conservation of energy is applicable for only certain types of systems.

When talking about "Energy" at a universal scale, we don't yet know enough about the "system" to actually say if energy is conserved or not. In fact the current models we use to describe the universe of a large scale, don't have conservation of energy!

China has 95% of 'rare earth' materials. We know they're limited, we know they're increasingly in demand for use in advanced technology and we know to secure our resource demands we must start ASAP to avoid serious shortages and economic conflicts in the future.

We have the technology, we can do this but it will take a a very long time with huge investments to develop the new technology and processes.
