you can make an 8-segment spinhab with a reasonable amount of gravity at a manageable rpm and twice the internal volume of the ISS with starship. Barely any orbital assembly required, just snap them together like legos. If you're smart about filling up extra space you could maybe fit most of the additional structure required into the module launches, and then only need a couple extra to finish up.
And this is just mspaint and some napkins, an actual engineer could do better. Why is nobody trying to do something similar?
