Both.
Historically, Jews were persecuted because of their religion, so had to work hard to pass on their traditions. That involved teaching all children to read, in order to study the Torah.
They were also confined primarily to white collar work, which requires higher mental faculties to be proficient at. Over time, intelligence in the Jewish population was more and more selected for. Hence why today Jews are practically the smartest race in the world.
