As a followup to the last one, suppose the NOAA were suddenly given the same funding as NASA, but with the express goal of building undersea habitats at various locations and depths around the world, and exploring extreme depths with robust submersibles?

What would you, the taxpayer, want them to investigate? The "bloop" and similarly mysterious undersea vocalizations? Biotech applications of marine animal enzymes? Developing robotic subs to one day be used in Europa's global ocean? It's your money, you make the call.
