Electric propulsion is possible, you just have to take advantage of the fact that the sun is constantly spitting out charged and high velocity reaction mass.

With this you can get around a lot of the reaction mass problems of moving huge masses around the solar system (IE expending considérable reaction mass compared to the payload even with high ISP thrusters)
