Just want to added to add:

If you think morality will stop people you are wrong. If killing 1 foreigner in a foreign war can generate harvestable organs to save 5 people, that's saving 5 lives for the price of 1. One person of little consequence that nobody will ever see or know about. Morally it's a good deal, and the fact that nobody knows the victim means nobody will even give it much thought because out of sight out of mind.
