Because we got there and realized it's just a big stupid rock, and the public therefore quickly lost interest. Also the same reason why lots of talk about a manned Mars mission died out when the Mariner and Viking probes got there and showed us that it, too, is a big dumb dead rock. I realize that for a scientist who specializes in exogeology or some shit, there still IS a lot to discover and learn up there, but you need to look at it from the point of view of the people footing the bill: the taxpayer. To the average person, most of the shit in space are just rocks. It's hard to justify tens of billions of dollars to send people to said rocks just to report back "Hey, we found some cool rocks!"

$18 billion isn't even that much of the GNP. Do you really just want to further inflate the already crumbling welfare state with that money? Or maybe it can make up 10% of a bailout for greedy bankers who fucked the country over and thus deserve a reward? I won't even mention the insane DoD budget.

The fact is of all the massive sums of money wasted by the government on bloated, inefficient organizations and programs NASA stands out as actually doing something new. Of actually innovating and exploring the universe. I'd rather that $18 billion be spent on single use space rockets than Shaniquas food stamps and her children's foodstamps and their children's foodstamps etc... NASA is at the very least an investment in the future of all of humanity.
