Are Dolphins psychic?

I know it's kind of a weird question. But seriously, if dolphins are capable of detecting electric fields, shouldn't they be capable of producing them as well?

I figure that this would probably offer a proper explanation for why a creature with no arms or legs would grow such a massive brain. If they're using this system to hunt and find other living organisms, isn't it natural to assume they'd be using it to detect each other as well?
