I honestly don't know the history behind engineering notation (does anyone here know?), but I can say from intuition and experience that the main advantage lies with communicating numbers. It is much easier to say "twenty-three micro Amps" than to say "zero point zero zero zero zero two three Amps" (standard notation) or "two point three times ten to the negative fifth Amps" (scientific notation). The number in different notations is written below for comparison.

23 µA = (engineering notation)
23 * 10^-6 A =
2.3 * 10^-5 A = (scientific notation)
0.000023 A (standard notation)

Both verbal and written communication are made simpler by the use engineering notation in expressing numbers.
