There is no fix. The fix was to build the planned nuclear power plant and canal/reservoir to fill the Salton Sea with water from the California Sea. This would also permit a new, gigantic, sewage treatment plant for LA. Californians said No and Jerry Brown buried it. The region will die as it goes dry and radioactive dust (from nuclear testing/waste dumping) consumes the land. Everyone will be shoved back into the cities that can afford bulk water deliveries - the original railroad towns that built the region. Everything outside will just die. The Owens Valley and it's dry lakes are the future. There is no escape at this point.

Here's a picture of a train passing by Owens Lake. You'll notice that there is no lake. The government shrugged and it was the price of progress and building Los Angeles into America's largest and wealthiest city. The same goes for Las Vegas, Phoenix and Salt Lake City. Everyone outside will be fucked over if they aren't already. Presently, the state government is only considering bailouts for affected Norcal residents in the Sierras and Foothills as they are a larger political sect representing old-timer miners, rich techies, and suburban Sacramento. Even then many won't accept bailouts and will just be fucked as everything dries out.
