There are plenty of reasons why sub saharan africans cannot establish agriculture, here's one of them. https://en.wikipedia.org/wiki/Tsetse_fly

The disease it spreads, African Trypanosomiasis makes animal husbandry and mixed farming impossible in most of subsaharan Africa. There have been efforts to eradicate the tsetse fly, but most governments in the region are too unstable to try to eradicate it and the mosquito due to civil unrest from the effects of African Trypanosomiasis and yellow fever/malaria and it becomes a vicious cycle. Only government that actually has eradicated it successfully is Zanzibar in the 1990s.
