What is an inertial frame? Is a frame of reference only an inertial frame of reference with respect to an object?

Using this definition:

Suppose universe consists of two point objects and in a particular frame of reference one of these objects moves in a straight line with a constant speed while the other moves with acceleration. Is this an inertial frame, or is it an inertial frame with respect to the point object with no acceleration?
