how much ∆V do you need to put a camera up close to this in < 10 years travel time?

are we going to be better prepared?
We need to already have a probe launched and in orbit (around the Earth? around the sun?) that can be pointed towards a "fast mover" like this and fired off at a very high speed. Even if it carried nothing more than a good camera it could do a close fly-by and get photos and that would be a whole lot better than the long range radar tracking which was the only thing we were able to do with Oumuamua.
