The graviton is to the gravitational wave as the photon is to the electromagnetic wave. It's the same as saying the mechanism which causes the phenomenon of gravitation is gravitational waves. That doesn't satisfy the question.
For comparison, it would be like claiming that the mechanism which causes the phenomenon of electromagnetism is the photon.
