The twin studies I've seen show a difference of between 5 and 15 IQ points between twins who had a strong family environment and those who had a poor one, generally about 10 points. That places Asian IQs at about 95 compared to the Caucasian 100 with the Asian tendency to push children removed. It also places the "nurture" component of IQ at around 10%, and 90% genetics.

Most of the nature vs nurture studies come out about the same, whether crime statistics, IQ results, murder rates (as opposed to overall crime), career success, etc - 10% environment vs 90% genetic disposition.
