Did you even watch Ghost in the Shell? In the anime the shadow government can literally hack into any brain it chooses with little to no oversight. Much the same way that right now goverments can hack into or spy on any computer it chooses with no oversight. And you want to put a easy to hack computer directly to a persons brain so your very brain can be spied and hacked by the government, much like in GITS. Don't get me wrong, I'd love to see this kind of stuff exist. But I don't think humanity is ready for it.
