I wouldn't quiet call Terra and Luna a binary planet system.

The barycenter is still inside the Earth.

While Pluto and Charon could be considered a binary. Since the barycenter is outside Pluto.

it takes two to tango, meaning both objects must orbit something if an orbit exist.
They both orbit their center of mass, in astronomy, known as the barycenter.

The earth could never be the primary object, meaning..it could never be circled by the other object without being larger.
The center of mass would always be closer to the more massive object, meaning that object would be circled.
