The shuttle that was made was the only one possible given the circumstances of the time. If we can handwave all political and budgetary concerns then just do the Integrated Program Plan verbatim with the Shuttle being nothing more than crew transport for a large space station

I will admit I do have a fondness for the late 70s-early 80s Shuttle optimism era and all the fun concepts that were tossed around to augment the baseline STS system
