There is no one tech conglomerate who controls all R&D or anything else for all of humanity, who dictates what should or shouldn't be done. I always found it hilarious that they had a super duper sci-fi concept anime show where battery power was utter shit specifically for handicapping MCs and use as a plot element. It is as bad as restrictions placed on a magic-centric literary universe.
