Relative intelligence is much more important for social cohesion whatever the average is.
Higher average intelligence leads to more developements in science, but the binomial distribution will never disappear. Those who are relatively low intelligence will always be the troublemakers for social planning.
AI will make all of these conversations pointeless. Being 0.000001% the intelligence of a god AI vs 0.000002% doesn't make much of a difference.
