GPS satellites are both moving fast (time slows down) (Special Relativity SR) AND further away from Earths gravity (time speeds up) (General Relativity GR).
Thus the need to slow the GPS clocks down from 10.23MHz to 10.22999999543MHz in order to negate both the SR and GR effects of relativity.

Lets just say i have money to blow and i saw
"Launch your own satellite for US$8000"

I'm happy enough just to put a decent camera set up on it so i can view earth and space from my own home.

What are some other features i should look into before i launch this bad boy?

Can a satellite be placed in a geostationary orbit over a point not on the equator? For example orbiting above a specific city.
Is it possible or not? If not why not?
