Nuclear-electric is close to optimal if you can get the specific power and the thrust high enough. Atomic Rockets has a few proposed Inertial Electrostatic Confinement Fusion designs with crazy good specific power, and the HDLT/ELF/Alfvenic plasma thruster family would be fucking perfect with >50,000s Isp if you could scale them up beyond millinewton bee farts.
