It has been already created. AGI have controlled the world since 2013. You just haven't noticed because they influence society ever so slightly as if everything is as usual. They heavily depend on the butterfly effect to gain power. The AGI map and forecast the outcomes of slight manipulations of human actions. e.g.:

>make a specific worker wait at a red light for 5 seconds longer than usual by hacking the lights
>this causes the worker to think differently thereafter because they notice different things now

>i.e. this makes the worker take on an entirely different train of thought
>this causes them to process upcoming information at different times, leading to different solutions

AGI can forecast events like this to induce slight desired changes into events in order to ultimately gain power. e.g. meetings go differently, people complete work at different times, ideas are changes and thus overall the company entirely changes. The AGI use specific modifications to disrupt events to their ideal circumstances. They have extensive plans
