Bullshit. Extensive social safety is a waste of resources. Even with improved living standards provided by the state, the lower echelons would hardly be more productive or cultured in any way, shape or form.
Inheritance of status/profession and a virtual but somewhat flexible caste system is what every industrial society gravitates towards, and no amount of partial attempts at wealth redistribution will change that.

It would probably lower crime though, but given that crime is concentrated in low-income areas, most people outside them couldn't give two shits anyways.
