Biden's FCC has been dragging its feet. SpaceX in the meantime, filed the constellation from Starlink Germany's branch.

Starlink V2 has been delayed by almost 2 years now, roughly inline with Biden admin as well. Even while the FCC claim to want to speed up the process, the application itself had taken 2 years to be filed. Smaller changes required more than half a year to be accepted and are still in the process of being accepted. The FCC admin has done everything possible to delay it.
The basic filing says SpaceX did it because SpaceX competitors have already done it through other countries as well. So SpaceX continues to transparency if FCC intends on further questions with regards to competitor's filings.

Not saying Biden, but its another series of (((coincidences))) with the Biden admin attempt to stall anything Musk related.
