The sea is different. Living in it is uniquely clean. All the vehicles used are battery electric by necessity. Internal combustion engines won't work underwater. All habitat structures act as artificial reefs, increasing the local population of reef organisms. Human waste is food for a variety of species that remove the need for systems to carry off and treat sewage. Buildings can be dropped into place, as if from the sky, rather than needing the landscape to be torn up and leveled in preparation for a foundation.

It's when we try to harvest the wealth of the ocean at arm's length, clumsily, using robots on tethers that shit goes wrong. We need people there, not just to perform those jobs more precisely and cleanly but to complain when it's done wrong, because as permanent residents they have a personal stake in the health of the ocean.

You'd be hired by fat, rich NIMBYs living in luxury underwater communities to sue the shit out of anyone who dumps waste within 100 miles of the colony or tries to trawl in those waters. Leveraging NIMBY behavior for the good of mankind, for once. You know they'll want that perfect coral view with plentiful tropical fish and dolphins outside, in effect making them into environmental conservationists, if for the wrong reasons.
