It can posited that smaller brains are utilized to adapt and mitigate heat stress. But a smaller brain isn't necessarily inductive of lower IQ. An example of this is that South East Asian and Polynesian populations have smaller head sizes in cubic centimeters compared to blacks but higher IQ averages around 90 while living in tropic environments with similar heat stress.

So heat plays a part in size but not always cognition which highlights thermal regulation isn't the whole story but a definite influence. Diet consumption also plays a role particularly iodine as we already know but also Omega-3 Fatty Acids which you get from diets rich in fish/seafood. Which could explain the paradox in South East Asia's case.

So it's still very possible that the IQ deficit can be overcome even in regions with heat stress if factors like diet can counteract it.
