The difference is that Von Braun had the dedication and drive to do whatever was necessary to achieve his goals.

Goddard languished in relative obscurity and never received any meaningful funding; Von Braun joined his countries populist movement and weaponized his creations because thats what it took to get funding. When Goddard couldn't funding he just settled for building his rockets out of cardbord and tears. When Von Braun couldn't funding he went over the government and pitched his ideas to the American public via Walt fucking Disney directly.

Von Braun will always be the name associated with space flight and rocketry because he had the drive and ambition to do whatever it took. Goddard will continue to be an obscure historical footnote because he was content to play with bottle rockets in his back yard.
