This phenomena is experienced occasionally in the US. It's called a "government shutdown", where all the unnecessary people who have do nothing jobs do even more nothing and pretend that it's the end of the world that their useless existence ceased temporarily. The only reason you notice it happen is because the news mentions it and because of the fear mongering the "workers" have to do in order to get their gravy train back before people notice they actually do nothing. I wager a large portion of them were people like contract tracers/tictoc nurse dancers who got assloads of government money to basically lie and kill people with kind ignorance.
