i would've taken an extra semester or tw to complete my degree instead of trying to slam 18 credits a semester so i could graduate "on time". definitely would have been able to pull at least a 3.5 GPA. grad school prospects are pretty fuckin' bleak with a 3.2.

if you want to take advantage of portland state, do a civil degree and specialize in hydrology.

i'm going there for my masters in CE just for that reason. got my BS in mechanical at pic related and did hydropower stuff for about a year.
