He means without hafnium computers would have abruptly stopped getting faster and more powerful around 2006 because of the major limitations in how we build computers. We delayed many of these issues thanks to the introduction of hafnium. However we really just moved the limit a little as current growth limits top out around 2015 without some fundamental breakthrough. New 3D structuring is expected to allow us to push it to 2025 or 2035, which more and more are already using on some level, but we really need to address the possibility that computers may not get faster forever.
