I’d say not.
Positron assisted SSTO would be my best bet for cheap orbital delivery.

Coincidentally enough, US has been researching positron propulsion for use in (among other applications) SSTOs since early 2000s. Mass driver for initial acceleration until a Ramjet takes over seems like nice combination, allowing to omit any subsonic mode of propulsion and further save up on fuel mass on top of what positrons would allow.
