While I generally agree with the "no FTL"-crowd, I really have to wonder about the sanity of the people saying spacetravel is totally impossible.

The ones saying the the traveltime of decades or centuries is an absolute barrier DO seem a lot like the people in history that claimed legitimacy to arbitrary limitations:
>going faster than x km/h would kill by drawing the air out of the traveler's lungs
>flying machines heavier than air are impossible
>flying is impossible
>traveling around the world is impossible

With nuclear propulsion methods attaining significant sublight velocities isn't out of the question.

For the time being whatever nation created the colony and owns it should be the citizen-givers to whomever is born there. If it's privately owned or ran by multiple countries, well, there'd have to be some sort of agreement over what, and there's the issue of Coast Guard support as MS mentioned.
