Ethics, noun, a boundary to scientific experiments to prevent non-scientists, or scientists from beyond a particular field of study, from declaring a witch-hunt and burning a 'non-ethical' scientist at the stake. A subjective concept, not unlike morals. For more, see 'morals'.

I am running out of words as to how for this I am.

We need a group of space based special forces just in case of problems with ground-based adversaries.(Pic related) Also, some kind of laser based Anti-missile defence.

The shipyard should include robotic factory arms, and the ship should be self-sufficient, in that it can create modules and ammunition itself with on-board factories in a similar manner.

We need some kind of return-to-sender way of moving resources back down from orbit to sell on the open market to fund several of these ideas. I would also suggest a large square kilometer solar array to gather energy from the sun to power the thing.

I would almost suggest moving it to L0 or L1, it's far enough out from earth that we would have a lot of warning for any incoming objects, and we could remain in sunlight 24/7.
