You are right that testosterone is not the whole story. But still, it is a large part of the story.

Height is also important and is related to testosterone. Women are generally shorter than men, because women have low testosterone than men.

What about Justin Bieber? He has above average looks and his face is relatively symmetrical. He is not a bad looking guy. Sure, he is not a chad, but he is not a soyboy either.
