False premise. European accomplishment largely only followed an English/Beneluxian intellectual/legal framework.

Other European nations obviously adopted this before non-European ones due to geographic reality. But even here many European nations failed (Russia) while Japan succeeded.

Indeed, we see that European accomplishment is disproportionately held by NW and central Europe, to the extent that something like 35% of the population created 80% of the technology, science, and mathematical advances.

So the question should not be "Why are European nations developed", but rather "Why is the germanosphere so developed". Iberia, Slavistan, Celtlands, Finns, and HellenoBalkans were disproportionately absent from this achievement and development, and even today are notable underperformers (save Finland)
