I am attending a graduate institution for a PhD in mathematics. I received a US government fellowship which would provide full tuition, a stipend, and work in the summer. However, I would also have a five year service commitment. Do you guys think I should take the fellowship or should I hold out hope that I can establish myself in academia/get a decent job in industry right out of school?

i don't understand where your problem with neoteny lies.
is it the concept of neoteny? in it's purest form it stands for species who reach sexual maturity while still in the larval stage, without metamorphosis. a prime example for this concept is the axolotl.
or is it the etymology? it stems from the greek words for tend to and young, so quite fitting if you ask me
