it would allow for drones to be accessed, powered, and programed all day. If you had the drones do the work, and the right chemistry it would be done fairly fast.

if you found a way to build drones from materials around the planet, that would exponentially shorten the time frame

In my opinion out best bet with the tech we have now would be something like this. a team of solar energy collecting satellites around the globe positioned so that they can see all but there relative "opposite" satellite linked to one master satellite positioned close to the sun to act at a primary and backup energy collection unit sending a coherent beam of polyspectrum energy to earth and lunar satellite energy routing teams positioned for constant energy access. these teams would power a lunar base, our proposed high orbit midway craft, and a series of transit crafts that shuttle between the high orbit craft and the lunar high orbit craft.
