A mutated gene is not necessarily good, it may as well be a bad change. Evolution kills off those with bad mutations and those with the good mutations will survive because that trait enhances their chances of survival. If there is not enough time in between mutations, the survival of the fittest can't take place and the bad genes will not be wiped out
