Why is the blue Whale larger than most Dinosaur, yet it lives in a lower oxygen content world, and spends a large part of it's life holding it's breath?

Well, dinosaurs from the past like Bruhathkayosaurus or Amphicoelias were enormous.

The weather was warmer back then and we can still see the influence of mentioned oxygene, resources and weather today, even in insects like wasps. Wasps are larger in the warmer areas than in the colder areas.
