Funny thing is that we do observe this if we use SIDEREAL TIME which is the EXACT time it takes for the Earth to do a full rotation. You're confusing SIDEREAL TIME with SOLAR TIME. In SOLAR TIME the Earth makes one rotation in about 23 hours and 56 minutes while in SIDEREAL TIME it makes a full rotation in 24 hours.
