Perhaps. I think it might have to do with the VTOL; they probably weren't sure how to make a rectangular nozzle vector to 90 degrees.

Would thrust vectoring allow a spacecraft to change its bearing in deep space, or would the act of vectoring the thrusters be canceled out by an equal and opposite movement of the rest of the ship in relation to them, like a fish flopping helplessly in the air?
